CONSULTATION AND ASSISTANCE

MAP FISIPOL Training Division UGM has had some experience in conducting consultation and assistance, including as follows:

1. Position Analysis (Anjab)

Cooperation of Position Analysis ever conducted by Division of Training of MAP FISIPOL UGM among others with Cirebon Regency, Kuningan Regency, and BPKAD West Kalimantan Province in 2011-2014. The resulting Anjab documents contain information on job nomenclature, job descriptions, to interests and talents of office. In accordance with prevailing laws and regulations, the Anjab document is very useful in carrying out bureaucracy reform, especially in the field of human resource management.

2. Workload Analysis (ABK).

Working Workload Analysis has been done by the Education and Training Division of MAP FISIPOL UGM, among others are Kuningan District (2011), Cirebon Regency (2012), and BPKAD West Kalimantan Province (2014). The ABK document contains information on workload and employee needs profile of each organizational unit. Similar to the Anjab document, ABK documents have an important role in encouraging human resource reform in the local government bureaucracy.

3. Position Risk Analysis

MAP FISIPOL Training Division of UGM in cooperation with West Kalimantan Provincial Asset Management and Finance Board performs risk positions in 2014. The occupational risk analysis document contains information on the type and level of risk held by each position in each organizational unit. This document can be used as a consideration in the management of human resources, especially the determination of remuneration.

4. Preparation of Position Competency Standards (SKJ).

Collaboration of SKJ arrangement ever conducted by Division of Training of MAP FISIPOL UGM among others with Cirebon and Bekasi Regency Year 2013 and 2014. SKJ documents produced contain information about the type and level of competence of each position in every organizational unit. In accordance with prevailing laws and regulations, the SKJ document is very useful in reforming the bureaucracy, especially in the field of human resource management.

5. Open Selection of Echelon II

Officials As mandated in Law No. 5 of 2014 on civil state apparatus, each agency is obliged to make an open selection for the filling of candidates for high officials. The Division of MAP UGM Training as an educational institution under MAP FISIPOL UGM has been appointed by several regions, including Morowali District in 2014 and Bekasi Regency in 2015, as a team of open selection committees of senior high-ranking local government (Echelon II) candidates.

6. Preparation of Document of Regional Medium Term Development Plan (RPJMD)

The arrangement of RPJMD has been done by the Division of Training and Assistance of MAP FISIPOL UGM among others is with Penajem Paser Utara District, Palangkaraya City, North Gorontalo Regency and Morowali Regency in 2012-2015. The RPJMD document contains detailed information on local development plans, ranging from strategic issues to action plans. Based on applicable laws and regulations, in addition to providing clear guidance on the development efforts of a region, the RPJMD document also becomes a document required by the Central Government to the Regional Government

7. Preparation of the SKPD

Strategic Plan Document The Strategic Plan Document is a guide for SKPD in implementing the five year development program. The document contains information on SKPD issues, vision, mission, policies, programs and activities that are accompanied by performance and target indicators. The Renstra document must synergize with the RPJMD of the Regency / City, Province and RPJMN. In 2014, the Training Division of MAP FISIPOL UGM has done some assistance with the Municipal Government of Palangka Raya to prepare SKPD Strategic Plan document.

8. Preparation of Evaluation of Implementation and Results of Regional Medium Term Development Plan (RPJMD)

The Training Division of MAP FISIPOL UGM in cooperation with North Penajam Paser District in 2013 conducted an evaluation of the implementation and results of the Regional Medium Term Development Plan (RPJMD) as mandated by Permendagri Number 54 of 2010. This evaluation document contains the achievements of regional development activities for five years including output outcomes, outcomes, benefits and impacts, including analysis of problems and solutions that policy makers can adopt. In governance, this RPMD evaluation document has a very important role as a feedback for decision-making in the planning, implementation, monitoring and control of development plans. The RPJMD evaluation document also becomes a document required by the central government to local governments.

9. Preparation of APBD

Implementation Handbook In order to oversee the implementation of APBD, MAP FISIPOL UGM Training Division in cooperation with BAPPEDA Daerah Istimewa Yogyakarta compiled the guidance book of APBD implementation in 2013. This manual contains general guidelines for public service activities, procurement of goods and services, implementation of grants and social assistance, specific guidelines for cross-sectoral funding and governmental programs as well as table calendars of local government development planning of DIY. The APBD Implementation Handbook is used as a guide by all SKPDs to run the DIY APBD in 2013. This manual is prepared under the Minister of Home Affairs Regulation No. 37 of 2012.

10. Preparation of Regional Regulation of Small Islands and Coastal Areas using RIA

Method Rule (Regions) is a document that binds all stakeholders to obey it. For that reason a (local) regulation should be drawn up with the agreement of all parties involved and affected by the regulation. The RIA method is a method that involves and ensures the accomodation of the interests of all stakeholders in a regulation. Not only that, RIA also analyze all costs and benefits for the entire community so that the efficiency of the policy (rules) made can be accounted for. In 2011 MAP UGM collaborated with the Government of West Lombok Regency to develop Local Regulation concerning management of coastal area and small island island based on RIA method approach.

11. Preparation of Standard Operating Procedures (SOP)

Each region is required to have operational standard procedures to guide the implementation of various activities. 2014 MAP FISIPOL Training Division UGM in cooperation with Bappeda Kabupaten Sorong Selatan develops operational standards of planning and budgeting procedures. Preparation of Standard Operating Procedures (SOP) Planning and Budgeting refers to the Regulation of the Minister of Home Affairs Number 52 Year 2011 About Standard Operating Procedures In Provincial Government And District / City. This SOP document is very important as the standard procedure of all units of regional apparatus in preparing planning and budgeting. In addition, this document has a very strategic role to realize accountable and performance-based governance.

12. Regulation Analysis

The Business Competition Supervisory Commission (KPPU) is an institution established to ensure that regulations issued by the government (central and regional) are kept in line with the concept of fair business competition as a basis for the development of a robust economy. There are many regulations (central / regional) related to business competition have been made before KPPU exists. For this purpose, these regulations should be evaluated as the rules to be made. Therefore, KPPU in cooperation with the Division of Training of MAP FISIPOL UGM conducts an analysis of various regulations related to business competition that has been issued by the local government, as well as the regulation being processed so that the rules do not conflict with healthy business competition.

STUDY

1. Preparation of Regional Development Performance Evaluation Document (EKPD)

MAP FISIPOL UGM has been working with BAPPENAS to conduct a review of performance evaluation of the development of Yogyakarta Special Region since 2006-2014. This study produces some relevant information on the achievements of development undertaken by the local government of DIY within a period of one year, along with an analysis of the problems and solutions that policy makers can adopt. In governance, EKPD documents have a role as an important material for local governments in preparing the next year’s programs and activities.

2. Institutional Review

MAP FISIPOL UGM as a public policy institution conducts several studies related to institutional arrangement, such as in collaboration with DIY Government in 2012 and Morowali Regency in 2014. The result of the study can be used as the basis for institutional arrangement in the area covering the structuring of institutional structure and human resource management.
