IGPA (Institute of Governance and Public Affairs)

Institute of Governance and Public Affairs (IGPA) is established with the goals of conducting, disseminating and publishing research on current public issues in Indonesia. IGPA tries to bring a multi-disciplinary approach to its research in order to better inform policy making and o ers both strategic thinking and operational solutions.

The researches are carried out in conjuction with academic activities in Master in Public Policy and Administration (MPPA) Programme, Universitas Gadjah Mada (UGM) since its foundation in 2014. The combination of research and consulting services in IGPA’s activities is aimed at strengthening its capability to address diverse problems faced by the public sector today.

The government and public organisations are increasingly facing complex issues and challenges. This particularly applies in Indonesia and most transitionary countries that are engaged in the thrust for democratic governance. Issues of poor public policy, low capacity of public servants and under-performed public organisations are among the challenges for creating good governance and strengthening the citizenry, and these challenges are vying for immediate answer and e ective solution.

IGPA is established to meet the challenges by producing qualifed researches to be utilized by public policy makers. The objective is to promote evidence-based policies by providing first-hand reference to stakeholders in formulating, implementing and evaluating policies in accordance with the public interests.  Hence, IGPA tries to disseminate creative, innovative and progressive ideas for public sector reform in Indonesia and beyond.

Yuyun Purbokusumo, Ph.D.

 

Yuyun Purbokusumo is the Head of Institute of Governance and Public Affair. He is one of the lecturers in Department of Public Policy and Management, UGM. He received his doctoral from National Central University, Taiwan. His research interest is mainly e-governance.

Prof. Dr. Wahyudi Kumorotomo, MPP.

Researcher

Wahyudi Kumorotomo is a professor at the Department of Public Policy and Management, Faculty of Social and Political Science, Gadjah Mada University, Indonesia. He has a first degree from Gadjah Mada University, a master from the MPP programme (now LKY School of Public Policy) National University of Singapore, and a PhD from University Science of Malaysia. He was in charge of Head of the Department (1999-2001 and 2011-2013) and is currently the Director of Master and Doctorate Programme in the Department. His main interests are public finance, regional planning, public official accountability, e-government, and current issues of public policy in Indonesia.

 

Prof. Dr. Agus Pramusinto, MDA.

Researcher

Agus Pramusinto is a Professor in Faculty of Social and Political Sciences, Universitas Gadjah Mada, serves as active lecturer in the Department of Public Administration Studies. He is graduated from Master of Development Administration, Australian National University and earned his Doctoral degree from Asia Pacific School of Economics and Government, Australian National University in Policy and Governance. His research interests include Public Policy, Decentralization, and Policy Making.

Dr. Ambar Widaningrum

Researcher

Ambar Widaningrum is a lecturer at the Department of Public Policy and Management, Universitas Gadjah Mada. She is graduated from Master of Health Social Science, Mahidol University, Thailand and earned her Doctoral Degree form Department of Public Administration, Universitas Gadjah Mada. Her main research interest are including public service, gender studies and public/social policies.

Dr. Ely Susanto

Researcher

Ely Susanto is a lecturer at the Department of Management and Public Policy, Universitas Gadjah Mada. He finished his master and doctoral degrees from the National Cheng Kung University Taiwan in Business Administration. Besides teaching in the Department of Management and Public Policy, he is also an active teaching staff at the Faculty of Economics and Business and the Master of Management program of Universitas Gadjah Mada. His research focus includes organizational behavior, human resource management, marketing for public sector, as well as public management.

Dr Nunuk Dwi Retnandari, MS.

Researcher

Nunuk Dwi Retnandari  is a lecturer at the Master in Public Policy and Administration (MPPA), UGM. She earned her bachelor, master, and doctoral degree from the Department of Economic Science and Development Study, Faculty of Economics and Business, UGM. Her research interest include local economy development, public economic, and public finance.

Dr. Muyanja Ssenyonga Zubair

Muyanja Ssenyonga Zubair is a guest lecturer at the Master Programme in Public Policy and Administration, UGM. He earned his doctoral degree from Faculty of Psychology, Universitas Gadjah Mada. His research areas incluede strategic management, banking and governance.

Dyah Ratih Sulistyastuti, M.Si.

Researcher

Dyah Ratih Sulistyastuti earned her postgraduate degree on Economic Science and Development Study from Universitas Gadjah Mada in 2004. She is currently serving as a researcher in the Master in Public Policy and Administration (MPPA) UGM. In addition, she also experienced in several researches including partnership research with UNDP to discuss Millennium Development Goal (MDG). Her research interests include regional development study.

Agustina Kustulasari, MA.

Researcher

Agustina Kustulasari is a lecturer at Department of Management and Public Policy, UGM. She earned her master degree at Education Policy and Leadership, The Ohio State University. Her research areas include gender studies and educational policy.

ANINDYA DESSI WULANSARI, SIP, MPA

Anindya Dessi Wulansari is one of our JKAP’s editorial assistans and junior researcher in IGPA. She is master degree in Magister Administrasi Publik, Universitas Gadjah Mada.  Her research areas are industrial relations, wage inequality, governance, gender equality, and political economy studies.

 

KURNIA CHAYANINGRUM EFFENDI, SIP

Kurnia Chayaningrum Effendi is a junior research in IGPA. She earned her bachelor degree from Department of Public Policy and Management, Faculty of Political and Social Sciences, Universitas Gadjah Mada. Her research interests incluede spatial planning, political economics of public policy and agrarian issues.

 

HAENING RATNA SUMIAR, S.PSI

Haening is a editorial assistant of Jurnal Kebijakan dan Administrasi Publik (JKAP). She graduated from Faculty of Psychology, Universitas Gadjah Mada. Her research areas are disaster management and mental health issues.

 

ARIF NOVIANTO, SIP.

Arif Novianto is one of our junior researcher. He finished his study from the Department of Public Policy and Management Faculty of Political and Social Sciences, Universitas Gadjah Mada. His research interests incluede social movement, policital economics of public policy, agrarian transformation, and labour issues.

MAP Corner - Klub MKP FISIPOL UGM

MAP Corner-Klub MKP FISIPOL UGM adalah klub diskusi yang digawangi oleh orang-orang muda dari MAP (Magister Administrasi Publik) & MKP (Manajemen & Kebijakan Publik) FISIPOL Universitas Gadjah Mada. MAP Corner-Klub MKP FISIPOL ini mulai terbentuk pada 14 Juni 2011, dengan idealisme untuk membangun budaya berpikir kritis di kampus kerakyatan UGM. Dengan filosofi “Diskusi, Pahami, Aksi”, MAP Corner-Klub MKP FISIPOL berupaya menentang arus pemikiran intelektual menara gading dan budaya banalitas intelektual yang tengah menghegemoni kampus-kampus di Indonesia. Kami berharap dapat menjadi oase ditengah sengkarut ekonomi politik Indonesia.

Filosofi “Diskusi, Pahami, Aksi” menempatkan MAP Corner-Klub MKP FISIPOL pada posisi yang berseberangan dengan logika neo-kantian dan positifistik. Suatu logika yang cenderung hanya asik sekedar menjelaskan (erklaeren) dan memahami/menafsirkan (verstehen). Suatu idiologi yang tidak berbuat apapun terhadap subject matter yang diteliti, kecuali harus menjaga sikap “objektivitas ilmiah” yang dingin dan kaku (Nugroho, 2012). Keadaan itu menempatkan adanya kemandegan intelektual atau yang oleh Karl Marx disebut sebagai kemandegan filsafat, karena mereka hanya berkutat dengan pertanyaan apa/mengapa (ontologi) dan bagaimana (epistomologi) tanpa berbuat apapun terhadap subjek yang diteliti.

“Para ahli filsafat hanya telah menafsirkan dunia, dengan berbagai cara; padahal yang terpenting ialah mengubahnya” (Karl Marx, Tesis-Tesis tentang Feuerbach)

Pemaparan di atas tidak lantas menekankan pada pentingnya aksi perubahan dengan mengesampingkan pemahaman dan pengetahuan. Hal yang terakhir disebut juga sangat penting. Itu karena perubahan selalu dimulai dalam aras pergulatan wacana, diskursus, dan pengetahuan. Salah satu cara untuk menemukannya adalah dengan berdiskusi.

MAP Corner-Klub MKP FISIPOL telah menggelar lebih dari 200 diskusi selama hampir enam tahun terakhir. Sebagai epistemic community, MAP Corner-Klub MKP FISIPOL menggunakan mazhab pendidikan kritis sebagai pedomannya. Mazhab ini menitik beratkan pada keadilan dan kesetaraan. Sehingga diskusi-diskusi yang kami gelar selalu berpijak pada perspektif masyarakat kelas bawah dan masyarakat yang rentan. Melalui mazhab pendidikan kritis kami juga berupaya melakukan dua hal:

  1. Mampu mendemistifikasi kepentingan idiologis yang menyelimuti realitas.
  2. Mampu menyingkap fenomena-fenomena tersembunyi atau melampaui asumsi-asumsi

Oleh karena itu tema-tema diskusi yang kami angkat tidak hanya tema yang sedang hangat di media massa, namun juga tema-tema yang sensitif atau yang dianggap tabu oleh masyarakat. Seperti persoalan yang terkait dengan kepentingan penguasa atau persoalan yang terkait dengan isu suku, agama, ras, dan antar golongan (SARA) di negeri ini. Dengan keberanian itu, membuat diskusi-diskusi MAP Corner-Klub MKP FISIPOL dibanjiri anak-anak muda, mahasiswa, aktivis, dosen, dan rakyat yang haus akan ilmu pengetahuan.
